UAE Grants Starlink 10 Year License for Satellite Internet Services

The 10 year license gives Starlink a wider role in the UAE’s connectivity landscape, extending satellite broadband to consumers, businesses and government users alongside maritime and aviation services.

The UAE already has one of the region’s most developed communications networks, with fiber and 5G supporting everything from everyday consumer services to logistics, aviation and large industrial operations. Starlink is now being given a wider role within that environment, bringing its satellite broadband network to a broader range of users and industries. Its appeal is likely to be less about replacing the connections that businesses already have and more about providing connectivity in places where a fiber line or mobile network cannot easily follow. 

 Under the new authorization announced on August 28, the Telecommunications and Digital Government Regulatory Authority (TDRA) has granted Starlink Satellite Communications LLC a 10-year General Space Services License to establish, operate and manage a public satellite communications network and provide broadband satellite internet services in the UAE. The license covers individuals, businesses and government entities, as well as satellite connectivity for the maritime and aviation sectors. TDRA said the service would complement the country’s existing fiber optic and 5G networks and support areas including energy, logistics, transport and emergency response. TDRA issued the company a 10-year satellite internet services license in June 2024, with the authorized service specified as maritime satellite internet. Starlink's website began showing residential service in the UAE earlier this year, and the company has since been advertising packages for local customers. The August license gives the company a broader regulatory basis covering individual, business and government users, rather than marking its first regulatory approval in the country. Its consumer rollout is still developing alongside the broader regulatory approval, with residential service advertised at Dh300 a month. A license does not by itself mean that service is immediately available to every potential customer, and actual access will depend on Starlink's network capacity and commercial rollout within the country.  

Across industries, the practical value of satellite broadband will depend largely on where a business operates. A company with a fixed office and reliable fiber connection has little reason to replace it with satellite broadband, while a vessel, aircraft, remote facility or operation that moves between locations has a different set of requirements. Starlink's low Earth orbit network can provide connectivity without relying on the same terrestrial infrastructure, making satellite services useful in transport and other mobile or remote applications. Emirates has already been rolling out Starlink across its fleet and said in July that passengers had made more than one million connections to the airline's Starlink Wi-Fi since its introduction seven months earlier, with more than 60 Starlink equipped flights operating each day.  

Satellite connectivity now has a clearer place alongside the UAE's existing communications infrastructure. Fiber and mobile services will continue to handle most everyday traffic, while satellite can serve aircraft, vessels, remote sites and other operations where maintaining a connection is more difficult. With the new 10-year license covering individual, business and government users, Starlink has a broader regulatory basis to develop those services in the UAE, while the country's established terrestrial networks remain central to its wider connectivity infrastructure.
