UAE Launches National Program for Advanced Sciences and Technologies to Build Homegrown Talent


The UAE has spent years importing the hardware of an advanced economy. Its new National Program for Advanced Sciences and Technologies is an attempt to grow the one input it cannot buy off the shelf, its own scientists and engineers.
For most of the past decade, the United Arab Emirates has been assembling the physical machinery of a modern technology power. Chip agreements, gigawatt-scale data centers, sovereign cloud deals, and a ten square mile artificial intelligence campus in Abu Dhabi built with American partners have arrived in quick succession. What no procurement contract can deliver is a domestic supply of the people who design, operate, and improve those systems.
In an attempt to close that gap, UAE President Sheikh Mohamed bin Zayed Al Nahyan issued a decision establishing the National Program for Advanced Sciences and Technologies. Announced on 30th August, the federal effort ties education, research, and talent development directly to the needs of the country’s strategic and advanced industries. Instead of treating schooling and industrial policy as separate concerns, the program folds them into one pipeline meant to move Emiratis from classrooms into the laboratories, factories, and research centers the state considers essential to its future.
Abu Dhabi has indicated the seriousness of this initiative by creating a higher committee to oversee the program. Chaired by Sheikh Mansour bin Zayed Al Nahyan, the Vice President and Deputy Prime Minister, with Sheikh Abdullah bin Zayed Al Nahyan, the Deputy Prime Minister and Minister of Foreign Affairs, as his deputy, the committee includes Mohammed bin Abdullah Al Gergawi, Dr Sultan bin Ahmed Al Jaber, who also runs the Ministry of Industry and Advanced Technology, and Dr Abdulrahman Al Awar, who holds the human resources and acting higher education portfolios. Seating industry, foreign affairs, defense, and education ministers on the same committee is a deliberate choice, sending the message that the government sees talent as an economic, security, and diplomatic matter at once.
A Pipeline, Not a School Reform
The program has four tracks thus far. Technical education, national talent development, talent attraction, and research and innovation in advanced scientific fields. Read together, they describe a country trying to grow specialists at home while recruiting them from abroad, and to keep both groups working on problems that matter to Emirati industry rather than drifting toward easier or more lucrative work elsewhere.
The timing shows the UAE’s commitment to becoming one of the world’s leading hubs for artificial intelligence infrastructure. G42 and its partners are building Stargate UAE, a one gigawatt compute cluster inside a planned five gigawatt campus developed with OpenAI, Oracle, Nvidia, and others, with the first phase due online in 2026. Microsoft has pledged to help skill one million people in the country by 2027. All of that capacity needs engineers, data scientists, and researchers, and a state that relies entirely on imported expertise stays exposed if that expertise decides to leave.
Sovereignty is the Real Target
Sovereignty language used in the announcement frames the program around strengthening industrial capabilities, raising the competitiveness of Emirati products, and supporting national sovereignty in vital sectors. Simply put, a country that cannot staff its own strategic industries does not fully control them. Semiconductors, defense technology, advanced manufacturing, and AI all depend on a base of skilled workers who understand the systems from the inside, and that base takes years to build. The UAE has no limit to capital, however, a generation of scientists takes time to build and this is arguably the more difficult half of the strategy and one most likely to determine whether its infrastructure lead lasts.
Analysts tracking the region’s data center boom have repeatedly noted that the money and the buildings are the easy part, and that the talent pipeline is what will decide whether the country turns a first-mover advantage into a durable position. Nations from the United States to China have reached the same conclusion, which is why workforce provisions now sit alongside subsidies in industrial policy almost everywhere.
Why Washington is Watching
American readers have a direct stake in how this plays out as the UAE’s biggest technology projects are joint ventures with US firms, negotiated in coordination with Washington and enabled by changes to American export rules. A more self-sufficient Emirati talent base makes those partnerships more valuable and more durable, and it deepens a relationship that has become central to how the United States projects its AI industry abroad. A UAE that produces its own researchers is a stronger collaborator, and a more capable rival in the markets where Gulf states, Asia, and the West are all chasing the same scarce engineers.
While building world-class scientific talent is slow, uneven work, and plenty of national talent schemes have produced impressive committees and thin results, the measure of this one will not be the seniority of its Higher Committee but whether, a decade from now, the people running the UAE’s most advanced industries were educated inside them.
